Length: 6 months contract with the possibility of extension
Location: Edmonton, Alberta (Hybrid) - 3 days in office
Hours of Work: 08:15 - 16:30 Alberta time, Monday through Friday, 7.25 hours per week/36.25 hours per week
License: Will require a valid Alberta drivers license (or the boilerplate equivalent)

Requirements:
ROLE MANDATE:
The position directly supports the Director, Strategic Initiatives and Service Excellence to implement the phases of the Ministry's hydrogen action plan, including but not limited to liaising and coordinating with sector stakeholders to grow hydrogen (H2) fueling and vehicle capacity in Alberta, preparing online H2 vehicle informational and educational content, administering the Ride and Drive test-drive program, assessing the impacts of various incentivization policy options, and helping to establish an H2 vehicle pilot program.
Responsible for managing all aspects of implementing a change initiative (such as a new program, service offering or business transformation) from communications, to working with stakeholders, measuring adoption, and reporting on change success. Develops actionable change management strategies that are appropriately scaled and integrated to successfully implement and support the government's hydrogen strategy.
ROLE RESPONSIBILITIES INCLUDE (but are not limited to):
Conduct follow-up fleet manager readiness surveys and results analysis.
Coordinate and facilitate stakeholder engagements and discussions to champion, coordinate and maintain awareness of H2 fueling, H2 vehicle technology and H2 supply opportunities.
Ride and Drive Program scheduling for H2 vehicle test drives, fueling, driving to location, Q&A.
Support H2 vehicle pilot program development, implementation and evaluation (+ any needed guides/training materials).
Pilot vehicle deployment and readiness: coordinate with Fleet Management Office.
Perform stakeholder analysis and assess the impacts and outcomes of various incentivization policies within a user-centric design frame.
Develop communication plans per audience.
Arrange for or develop appropriate artifacts and material to support any change activities i.e., training materials, brochures, webpages, etc.
Represent the Ministry/Program area and foster client and stakeholder relationships.
Develop key performance indicators to measure the success of adoption and use. Initiate or perform baseline measures.
Regularly collaborate with, and report to, project leads and senior leadership on the status and progress of the change plan, as well as identify issues, risks, opportunities, and barriers.
Analyze problems or issues in a systematic way to identify underlying causes for change resistance and employ a range of approaches to generate possible resolutions and holistic solutions.
Deliver messaging, training, information sessions, etc., on behalf of the program/business area as required.
Support the client in effectively adopting the desired change and transformation.
Qualifications:
MUST-HAVE SKILLS:
4 years of experience conducting change impact analysis
4 years of experience in a change management role - applying change management principles, methodologies, and tools for implementing change programs
4 years of experience in preparing and delivering training to support organizational change and the introduction of new non IT technologies
NICE TO HAVE SKILLS:
2 years of direct experience in change facilitation
2 years of experience defining and measuring success metrics and change progress
2 years of experience developing and implementing effective change plans
2 years of experience developing and maintaining positive relationships across the organization, from front line staff to executives
2 years of experience developing change management deliverables including Change Strategy and Plans, Training Strategy and Plans, Stakeholder Impact Assessments, Communication Strategy and Plans
2 years of experience in understanding the impact of policies, processes and procedures on performance
2 years of experience in leading and facilitating meetings with stakeholders at all levels
2 years of experience leading change management and communication planning
Experience with communications management, reporting, and change management
EDUCATION:
Bachelor's degree in a related field
PROFESSIONAL LICENSES/CERTIFICATION:
Change Management ProfessionalTM (CCMPTM) certification
PROSCI or CCMP certification
ONSITE MEETINGS:
For onsite work/meetings, the Government does not pay for travel to attend on-site meetings, nor any expenses related to relocation, travel, accommodations, or meals.
EQUIPMENT REQUIREMENTS:
The candidate will be required to have their own equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.
BACKGROUND CHECK:
The candidate shall, prior to commencement of the Services, undergo criminal record checks.
MANDATORY TRAINING COURSES:
The candidate will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training.
