Our Government client is looking for a Senior Freedom of Information Specialist (Government, FIPPA, M365)
Duration: 6 months contract with the possibility of extension
Location: North Tork, ON
Working Hours: 9 am - 5 pm (7.25 hours/day)
Pay Rate: $70/hr

Requirements:
ROLE MANDATE
To manage responses to routine and non-routine freedom of information requests from the public in a manner that protects the best interests while ensuring compliance with the requirements of the Freedom of Information and Protection of Privacy Act (FIPPA).

ROLE RESPONSIBILITIES INCLUDE (but are not limited to):
 Process all requests for access to records and personal information within the time limits prescribed by the Act
 Assign requests to business units and coordinate record searches
 Monitor and track the processing of requests
 Prepare notices to third parties to obtain their input where required
 Calculate fee estimates and collect fees
 Analyze and redact records in accordance with FIPPA exemptions, where applicable
 Review and consider representations from third parties
 Prepare decisions and make final recommendations on responses to requests for approval by Director EDRM and FOI
 Conduct research on relevant Information and Privacy Commissioner (IPC) orders to effectively ensure sound decision-making and reliable, informed advice to senior management
 Provide expert advice to senior management in all business areas on the technical application of the Act, Regulations, administrative policy and procedures
 Ensuring adherence to requirements of FIPPA, offering advice and solutions to management concerning legislative compliance
 Coordinate all aspects of FIPPA appeal process with the Information and Privacy Commissioner of Ontario, including mediation, identifying and recommending measures to resolve issues, preparing or ensuring the preparation of detailed written submissions supporting the FIPPA decisions at adjudication
 Participate in oral hearings in consultation with business areas and legal counsel
 Deliver comprehensive training and awareness programs aimed at three specific target groups: senior management, FOI liaison staff, all employees
 Instill through work with clients a high-level awareness of FOI legislation, regulations, and interpretation
 Develop standards, guidelines and procedures for internal stakeholders, such as Land Based Gaming, to assist private operator service providers meet legislative compliance under FIPPA
 Prepare briefing notes on non-routine requests for Senior Management, Ministry of Finance and Cabinet Office to manage the contentious issues process
 Coordinate responses to law enforcement requests and production orders to meet legal obligations

QUALIFICATIONS/EXPERIENCE
 University degree in public administration, information management, communications or related field
 Expert knowledge of Freedom of Information and Protection of Privacy Act (FIPPA)
 Understanding of judicial adjudication and tribunal processes


Qualifications:
TECHNICAL SKILL SET
 Demonstrated ability to work collaboratively within a diverse environment and interact openly with individuals of different backgrounds
 Strong organizational and time management skills with the ability to prioritize and successfully manage multiple tasks
 Expertise in best practices and developments in records management technologies and techniques
 Excellent verbal and written communication skills
 Excellent attention to detail
 Experience working in government or highly regulated industries
 Experience utilizing records management software an asset
 Experience implementing governance in M365 an asset
 Familiarity with importing/exporting data to and from document management systems and Shared Drives
 Familiarity with industry best practices and information governance
 Very proficient with Microsoft software including Outlook, Word, PowerPoint, Excel, and MS Teams
 Experience with Project Management methodologies an asset
 Able to lift up to 35 lbs is required
