Requirements:
BACKGROUND:
The team is responsible for collecting, reviewing and analysing annual the year-end financial statements and budgets as part of sector monitoring and the government's Public Accounts reporting cycle. The team also works on approvals to enter into contracts based on the requirements of Section 28 of the Financial Accountability Act. This includes reviewing project cash flows and business plans and providing written analysis.

DELIVERABLE REQUIREMENTS
The successful candidates will provide financial expertise and analysis to support the consolidation of financial information from the colleges into Ontario government financial statements. They may also be asked to review college applications for section 28 approval.

Position provides financial expertise for the consolidation of financial information from the colleges into Ontario government financial statements and for the review of colleges applications for approvals under section 28 of the Financial Administration Act.

KEY RESPONSIBILITIES

1. Financial Consolidation/Effectiveness
 Reviews and analyzes financial statements from the colleges; ensures compliance with government and accounting requirements and investigates discrepancies, documentation and data integrity matters.
 Develops the final consolidation product and various internal financial reports for use in Ontario government financial statements (e.g. Ontario Budget, Public Accounts and Annual Report). Develops financial and business processes, operational policies, reporting systems, etc. to meet reporting and audit requirements for consolidation of college financial information and recommends improvements.
 Leads and provides advice to Financial Consolidation working groups related to financial and business systems and processes, and the resolution of complex accounting and financial risks and issues. Advises senior management on critical business, accounting and financial risk issues. Prepares reports, briefing notes and position papers on related issues.
 Liaises with Treasury Board Secretariat, Ministry of Finance, internal auditors and with Ministry /Branch colleagues to discuss the reporting of consolidated financial information.
 Liaises with financial and audit staff and with systems professionals to discuss the development of processes and systems.

2. Financial System, Data and Project Management
 Works on financial system application improvement projects to ensure that activities and systems are integrated and coordinated with branch/ministry initiatives, specifically involving procurement, contract management, and system design improvement requirements and conduct analysis.
 Leads project group meetings, providing status updates on timelines, costs and deliverables.
 Responsible for ongoing financial system and data maintenance including the review and analysis of financial systems, improvement advice, and documentation and maintenance of the integrity of data.
 Liaises with Information Technology (IT) Cluster, and external IT vendors to discuss issues related to improving and maintaining the financial consolidation system.
Qualifications:
KNOWLEDGE / SKILL
 Generally accepted accounting standards as set out by the CICA. Development and maintenance of business and reporting processes and systems.
 Accounting and analysis, achieved through a professional accounting designation or equivalent experience, to assess and advise senior management on complex financial management and reporting issues as they arise.
 Project management in order to lead and manage the financial system project activities.
 Government transfer payment processes, in order to review college funding requests.
 Systems design and development principles and the operations and capabilities of large scale computer systems for financial reporting (e.g. Oracle Financials), to develop financial reporting requirements, generate reports, and assess the recording and consolidation of college financial information;
 Analytical skills, to assess and advise on complex financial management and reporting issues;
 Leadership and team coordination skills, to lead working groups and guide staff in completing complex and critical projects within requirements and time restrictions;
 Oral and written communication skills, to advise senior management, liaise with external organizations on complex financial matters, and to prepare project materials, briefing notes and correspondence.

ANALYZING / PROBLEM SOLVING SKILL
 Review college financial statements and ensure compliance with government and accounting requirements; to identify and investigate discrepancies and data integrity matters;
 Consolidate complex financial information from colleges where a range of issues and sensitivities, and data integrity and quality must meet strict requirements;
 Identify innovative solutions to financial management and reporting issues;
 Identify and assess complex risks and other issues impacting project success and advise senior management;
 Develop financial and business processes, operational policies, reporting systems, etc. to meet reporting and audit requirements for consolidation of college financial information and to recommend improvements;
 Lead or oversee complex and critical projects to ensure completion within requirements and time restrictions;
 Review business cases/applications submitted by the colleges to ensure compliance with all applicable legislative and ministry policy directive requirements.
